이번 호는 북한의 정보통신기술 발전과 그 경제적 파급효과를 분석한 네 편의 보고서를 수록하였다. 휴대전화 보급은 취약계층의 소득 증대에 실질적으로 기여하고 있으며, 고강도 정보통제 하에서도 환율·가격정보, 상품 유통, 금융서비스 등 다양한 영역에서 경제적 효용을 창출하고 있는 것으로 나타났다. 애플리케이션 산업 분석에서는 600만명을 상회하는 이용자 기반과 66.4%의 가구당 보급률, 디지털 격차의 존재에도 불구하고 교육·의료 앱 중심의 이용 확대와 민간 참여 기반의 생태계 조성 노력이 확인되었다. ‘인민경제 CNC화’ 추진은 공작기계 중심의 기술 도입을 넘어 분산조종체계의 보편화 전략을 통해 경공업 및 1차 산업까지 기술 확산이 이뤄졌으나, 운영 역량과 기술 지원 한계로 인해 지속 가능한 성과에는 제약이 있는 것으로 평가된다. 2020~2024년 ICT 관련 문헌 분석을 통해서는 자립적 개발 중심의 정책 기조와 함께, 과학기술 강국 건설이라는 국가 전략 하에서 ICT 분야가 전략적 핵심 분야로 부상하고 있음을 확인하였다. 이러한 분석 결과들은 북한이 제약적 환경 속에서도 정보통신기술을 통한 경제발전 모색과 주민 생활 개선 노력을 지속하고 있음을 시사한다.

The May issue presents four analytical studies on North Korea’s ICT development and its economic implications. Mobile telecommunications proliferation has significantly enhanced income for vulnerable populations, demonstrating economic utility in areas such as exchange rate data, distribution, and financial services―even under stringent state controls. The analysis of the mobile application sector confirmed the expanding use of educational and medical apps and ongoing efforts to build an ecosystem grounded in private-sector participation, despite a user base exceeding six million, a household penetration rate of 66.4%, and persistent digital divides. The Computerized Numerical Control (CNC) initiative to transform the people’s economy, particularly through the dissemination of distributed control systems into light industry and agriculture, shows measurable progress but continues to face sustainability challenges due to limited operational capacity and technical support. Analysis of ICT literature from 20202024 indicates a self-reliant policy trajectory, positioning ICT as a strategic pillar under the national goal of building a science and technology powerhouse. These findings collectively highlight North Korea’s ongoing efforts to leverage ICT for economic advancement and livelihood improvement amid systemic constraints.
