2월 북한경제협의회는 한반도 주변 정세와 한국의 대응을 다뤘다. 탈냉전기 전반기가 우호적인 미중, 한중 협력관계가 조성되었던 시기였던 것과 달리, 후반기는 이들 관계가 변화하면서 한국의 대북정책에 부담이 되고 있다. 더불어 최근 확대되고 있는 국제정세 불확실성을 고려할 때, 한국의 대북정책과 남북경협 과제에 대한 시각을 점검해 봐야할 시점이다. 2022년부터 북한이 전방위 도발을 늘리자, 한국 내에서 핵 옵션에 대한 논의가 다양하게 제기되고 있다. 남북한이 근거 없는 핵신화(nuclear myth)를 완화할 때 한반도는 비핵화에 한 발 더 다가설 수 있다. 동시에, 한반도의 핵시대를 대비한 전략적 사고와 정책수립 자세를 갖출 필요가 있다. 2월호 특별자료는 북한의 정보화 사업과 2021년 제정된 전자결제법을 살펴본다. 일련의 화폐개혁에도 불구하고 북한 금융 당국은 여전히 유휴화폐 문제로 어려움을 겪고 있다. 전자결제카드와 모바일 결제 어플리케이션 「울림」 등을 통해 내부적으로는 ‘무현금화폐’라는 사회주의적 지급결제제도를 확대시키고, 외부적으로는 유휴화폐 유통구조 개선으로 경제난을 극복하려는 의도가 읽힌다.

In February, the North Korean Economic Research Forum discussed the current situation in the Korean Peninsula and South Korea's response. The latter half of the post-Cold War era has been less favorable to South Korea due to the cooling of U.S.-China and Korea-China cooperative relations. South Korea needs to revise its perspective on its North Korea policy and inter-Korean economic cooperation. South Korea faces increased discussions on its nuclear options due to North Korea's intensified provocations since 2022. However, it is crucial to recognize that denuclearization can only occur when the two Koreas ease their groundless nuclear myth. Additionally, strategic thinking and policy-making posture are also necessary to prepare for the potential nuclear era. The February issue features a special article on North Korea's informatization projects and the Electronic Payment Act enacted in 2021. Despite a series of currency reforms, North Korea's financial authorities are still struggling with idle money. To address this issue, they intend to expand the socialist payment system called "no cash currency" internally through electronic payment cards and the mobile payment application "Woollim" while improving the distribution structure of idle money externally.
