In this paper, the performance of the Korean public
enterprise sector from 1962 to 1991 will be overviewed. Any
fluctuations of performance during this period will be attributed
to the relationship between the top executive director of the
public enterprises and the power groups.
In this paper, an effort will also be made to identify the
forces and factors which made the 1984 Korean public enterprise
reform possible. It is assumed that the Korean public enterprise
has greatly improved as a result of the 1984 reforms, the
performance-evaluation system implemented by the 1984 reforms,
the performance-evaluation system implemented since.
